Body Building | Workout programs

Hi,
I have been working out for almost three years now. I have toned and defined very well. However I am not bulking up as I would want to. I am 5'10" at 155 lbs. I have recently joined a new gym and they are suggesting I change my workout program every 3-4 weeks.....which of course they do and costs money.
I started my first workout program with a full body workout and have lost about 2lbs. Due to this, they have now changed my program to certain body parts using slow reps i.e. 6 seconds total (2 sec flex and 4 secs extending)
Will this aid my muscle growth? They said they needed to change my full body workout since I had lost weight....
Will the slower reps (3-4 sets is what they recomend) strenghten muscles and make it grow or just strenghten?
The new program has definitely strained my muscles which I feel as good.
Would appreciate your advise.
