To slim down in the stomach area actually requires slimming down all over. This may be why people are telling you that your diet needs to be altered to achieve your goal.
2nd- light crunches by themselves will probably do absolutely nothing for you. The best and "easiest" way to lose weight is to engage in a full body workout plan- including Cardio.
3rd- Eating Steak- Don't see why you couldn't, steak is a very good source of protein and would be beneficial in a diet. Whey protein is also a good source of protein (just be careful, some protein mixes have a high amount of carbs and sugar (which is strange for a fitness supp in my opinion)).
But I am afraid that eating steak and doing light crunches is not going to help you achieve your goal- on their own.
Calorie consumption is an important consideration; as well as calorie expenditure.
Can't say it enough - INCREASED LEAN MUSCLE MASS = HIGHER RESTING METABOLISM = BURN MORE CALORIES ALL DAY LONG
