When should I expect to see results from an exercise program?

You should start to feel results almost immediately. Expect to feel soar after a workout. This is because your muscles have been filled with lactic acid and are repairing. This effect is known as 'Delayed Onset Muscle Soreness' ('D.O.M.S')

After a month of starting an exercise program you should see strength gains. This is because you are training your muscles to handle the exercise ('Neuromuscular training'). Once you have past this stage you should start to see some results.
