They are listed in order, but depending on the program some authors put more focus in the order than others.
The correct order of ANY workout program is by doing the compound exercises FIRST and then doing isolation exercises last.
As far as cardio first or last, there is a debate about that. I would recommend that whatever you're focused on you do first. If it's a 10k then do cardio first, if it's muscle mass let your glycogen and creatine be available to breakdown your muscle tissue.
