When I gained my weight I gained it in my face first but it was the first place I lost it too. If you are really concerned keep a diary, but make sure you eat enough to keep your metabolism going, if you don't eat enough you will actually slow down your weight loss potential.

Right now, your current BMI is 24. This falls in a normal range and is not considered obese.
The general rule of thumb when maintaining weight is to burn more calories then what your taking in. At 16 years of age not a whole lot of kids keep a log of the caloric intake but I think it would be benficial to keep track of what your taking in through out the day. If you calculate all the calories you've eatin' throughout the day and you see that you havn't burned more then that, then you will obviously gain weight.
Besides general exercise, do you play any sports or any other extra curricular activities? Something that I use to regulate my activity level from day to day is a pedometer. It counts your steps from one day to the next and besically each day you want to increase your steps. Each day set a goal to step a certain amount.
Good Luck... P.S. Maybe a general doctors visit to rule out any major problems.
