How does muscle memory work ? If I miss a good workout for 2-3 wks how long will it take to get back to my routine

If you've missed a workout for 2-3 weeks you should still be able to progress with your next workout without much problem. If you are an intense athlete, missing 2-3 weeks of training would result in a strength loss of around 7% or more but can be regained quickly with returned training.
As for muscle memory, it really depends how much time you've spent on a movement. The brain and muscles adapt to certain training movements; the more time you've invested, the more you refine and adapt your muscle/brain pathway. Once physiologically adapted, you have developed a skill that you can do unconsciously. Kind of like riding a bike; once you've learned to do it, you really never forget.
