Workout Talk | A little frustrated

I am a 28 year old female and I have been working out for a while now and I am getting the results that I wanted. Except my lower abs. I almost have a six pack, but my lower abs don't seem toned at all. I have tried every work out for lower abs I can find, but no change. This has been going on for 8 months. I guess I need some tips, or insight on what I am doing wrong.

Increase your cardio and tighten up your diet.
You have to be below a certain body fat% to see
your abdominal muscles. Everyone has a 6
pack,but the difference between seeing and not
is removing the layer of fat that is on top. You
can do a million crunches a day, all you are
doing is simply strengthening your abdominals.
The key is dropping your bf%. Usually for women
it's 18-20%. try increasing your cardio time and
eating a clean diet while continuing to work your
abs. Hanging leg raises and reverse crunches are
best for lower abdominals. Hope this helps
